Climate change is having a variety of impacts across different regions of the world. The Mediterranean Basin, which includes our country, is among the regions most affected by the adverse impacts of climate change. In recent years, climate-related extreme weather events and disasters have increased, resulting in loss of life and property. Among the sectors most adversely affected by climate change is agriculture.
Today, the most effective mechanism through which producers can minimize risks in agriculture is insurance. The importance of agricultural insurance is increasing day by day in order to minimize farmers’ income losses, maintain their economic stability, and ensure continuity in the production of various agricultural products.
In our country, TARSİM continues its work uninterruptedly as a state-supported system with the vision of providing the broadest possible insurance coverage for every agricultural product under cultivation, contributing to the sustainability of the agricultural sector by offering financial protection against the risks producers may face during the production process.
The agricultural insurance lines through which services are provided to producers and breeders include Crop Insurance (Bitkisel Ürün Sigortası), Greenhouse Insurance (Sera Sigortası), Village-Based Yield Insurance (Köy Bazlı Verim Sigortası), Income Protection Insurance (Gelir Koruma Sigortası), Cattle Life Insurance (Büyükbaş Hayvan Hayat Sigortası), Small Ruminant Life Insurance (Küçükbaş Hayvan Hayat Sigortası), Poultry Life Insurance (Kümes Hayvanları Hayat Sigortası), Beekeeping Insurance (Arıcılık Sigortası), Aquaculture Life Insurance (Su Ürünleri Hayat Sigortası), Silkworm Insurance (İpek Böceği Sigortası), and the Basic Insurance Package (Temel Sigorta Paketi), which was introduced in 2026.
To enable more producers to benefit from the opportunities offered by the system, premium support ranging from 50% to 70% is provided. For producers and breeders who insure their crops, greenhouses, cattle and small ruminants, poultry, aquaculture products, bees, and silkworms, 50% of the insurance premium is covered by the State, along with 70% of the premium for frost and winter frost coverage, 70% of the Village-Based Yield Insurance premium, and 60% of the Income Protection Insurance premium. In Cattle Life Insurance, a 60% State premium subsidy is also provided for the insurance of female dairy cattle aged 20 months and above under the calf loss during pregnancy coverage (Narrow Coverage-2 Tariff). In this way, producers can secure their efforts with insurance at much more affordable costs.
Producers Should Obtain Detailed Information About the Scope of Coverage in Their Policies
When deciding to issue a State-Supported Agricultural Insurance policy, particular attention should be paid—especially in the Crop Insurance (Bitkisel Ürün Sigortası) line—to policy final acceptance dates, which vary by product. In the Animal Life Insurance and Greenhouse Insurance lines, however, policies can be issued at any time, and no such criterion applies.
During policy issuance, it is important for producers to pay attention to criteria such as yield, product information, unit product price, and harvest date, and to consult their agency representative regarding insurance conditions, including the scope of coverage and the procedures to be followed in the event of a loss. TRY 35 Billion in Claims Paid to Insured Producers Across Türkiye in 2025
In 2025, a total of 3.8 million policies were issued across all agricultural insurance lines within the State-Supported Agricultural Insurance System. Agricultural assets worth TRY 1.7 trillion were insured. Within the framework of the system, 44.5 million decares of land and 30.8 million cattle and small ruminants were covered.
A total of TRY 35 billion in claims was paid to producers and breeders whose crops, greenhouses, and animals were damaged.
Innovations for 2026
As a dynamic system that continuously renews itself in response to changing conditions, TARSİM continues its work uninterruptedly—while maintaining producer satisfaction at the highest level—to provide the broadest possible insurance coverage for every agricultural product under cultivation. Needs and expectations are continuously monitored, and within the framework of insurance principles, new coverages, applications, and research and development outcomes are incorporated following actuarial assessments.
The products, risks, regions, and business scales to be covered by the Agricultural Insurance Pool, as well as the level of premium support provided by the State, are determined each year by Presidential Decree. In this context, the key innovations introduced in State-Supported Agricultural Insurance as of 2026 are as follows:
Basic Insurance Package
For apricot, apple, pear, quince, plum, cherry, sour cherry, peach, and nectarine products, it is an insurance application that covers yield losses caused by all natural disasters—excluding diseases and pests—up to the guaranteed yield. Under the Basic Insurance Package (Temel Sigorta Paketi), the State premium support rate is 70%.
Premium Support for Frost Coverage in Crop Insurance
The premium support rate for frost coverage in crop insurance has been increased to 70%.
Optional Tariff
Optional tariffs have been introduced for frost coverage, allowing deductibles and coinsurance rates to be selected.
Expansion of the Coverage Period
For vegetables, the coverage period related to frost risk that necessitates replanting has been made optional and configurable.
Village-Based Yield Insurance
Certified seeds of the products covered by insurance (wheat, barley, rye, oats, triticale, chickpeas, green lentils, red lentils, and oilseed sunflower) have also been included under coverage.
Parcel-Based Yield Insurance
It has been introduced on a pilot basis in Tekirdağ Province.
Income Protection Insurance
Rye has been included under coverage.
Sunburn Risk
For grapefruit, orange, mandarin, and lemon products, it has been included in coverage on an optional basis.
Winter Frost Damage
For apricot, peach, nectarine, plum, apple, pear, quince, cherry, and sour cherry products, winter frost damage risk has been included in coverage on an optional basis—limited to the guaranteed yield—with 70% State premium support.
