There is a 55% increase in damage payments to the manufacturer

al Manager GÜNAL evaluated the first
3-month process of the State-Supported
Agricultural Insurance System in 2022 in
the program and informed about the new
projects being carried out in the field and
TARSIM’s work abroad.
The main lines that stand out from the
statements of General Manager GUNAL
are as follows:
“Within the framework of the TARSIM
System, 4.7 billion TL of premium production was realized in 2021. This year, we paid TL 335 million in
damages to our producers and breeders. Compared to the same period last year in terms of damage paid to
the manufacturer, there is a 55% increase. Since there was a serious level of drought in Southeastern Anato-
lia and Central Anatolia last year, there have been increases in drought policies this year. Within the scope of
village-based drought yield insurance, a premium of TL 60 million was generated last year, while a premium
of TL 243 million was generated during the same period this year. Village-based yield insurance and drought
in the dry farming areas produced in wheat, barley, rye, oats, triticale, peas, lentils, red lentils and Yesil
certified seed ensures products with the products of these products. Loss of yield caused by risks other than
drought, frost, hot wind and heat wave, excessive humidity, excessive rainfall is covered by the guarantee.
Season transitions over the past year have been mild. The winter has been more difficult this year. We are
feeling the negative effects of climate change more and more every year and we are trying to quickly in-
troduce new applications in agricultural insurance in this direction. For example, effective from 2022, the
damage caused by the risk of frost to cause replanting; for the first time, we covered sugar beet, zucchini,
tomato, pepper and eggplant products. We were in Adana recently. In order to examine the effect of the
frost event on tomato, pepper, eggplant, melon and watermelon products, we visited the production areas
in Karataş district together with the authorities from Alata Horticultural Research Institute and conducted
investigations. In the meantime, we decided to start a new project in cooperation with the university and
institute for the products that were damaged after the frost but were not insured. We plan to evaluate the
information obtained as a result of the studies to be carried out this year and to determine the limits of the
coverage after actuarial analysis.
I look at agriculture from an insurance perspective. I believe that we achieved good results in agricultural
insurance. The main objective of our ministries, our Board of Directors and TARSIM is to expand agricul-
tural insurance among producers and to increase the penetration rate. In our country, 21% of the producers
registered in the systems of the Ministry of Agriculture and Forestry are insured. When we look at the prod-
uct basis, these rates are increasing. For example, this rate is higher in grape product.
Because this product has economic value and at the same time it can be highly affected by risks. When we
look at the Animal Life Insurances, 13.5 million animals were insured last year. This year, we made serious
reductions in premium prices. Manufacturers can access insurance on favorable terms. For example, if we
give an example of the wheat product widely produced in our country; our producer pays only 19 TL for the
wheat product, which has a production amount of 480 kg and an insurance cost of 1,260 TL in an area of 1
decare. In drought, the amount of production is 300 kg and the insurance cost is 985 TL for the wheat prod-
uct, which is 26 TL in a 1 decare area. As a result, our aim, as I have just stated, is to increase the insurance
rate in our country, to alleviate the burden of the state in disasters, and to eliminate the grievances of our
producers. Parallel to all these developments, our international contacts continue intensively. We have a
very good synergy with Azerbaijan. Again, in the coming periods, we will start our work with Uzbekistan.”
